definitive or official but for purposes of opening discussion on the matter. (One of the comments noted that these are states that 'nobody goes to'.)
In reverse order: #10 Nebraska, #9 Iowa, #8 South Dakota, #7 Maine, #6 New Hampshire, #5 Colorado, #4 Wisconsin, #3 Oregon, #2 Vermont, and #1 Montana.
